Summary of Key Responsibilities:
This Independent Chair provides a statutory function as the Chair of the independent Manchester Safeguarding Children’s Board (MSCB), and will ensure that the board operates effectively and discharges its duties in line with statutory guidance and good practice.
The Independent Chair will be commissioned to carry out work on behalf of the Manchester Children’s Safeguarding Board. He or she will be accountable to the Chief Executive of the City Council and the Executive Member for Children and Young People. He or she will work independently of the Council and will not be directly employed by the Council.
The Independent Chair will ensure that MSCB operates as the key independent strategic body for safeguarding across Manchester, driving forward the continuous development of the board to ensure organisations come together to cooperate with one another to safeguard and promote the welfare of children and to hold each other to account for effective safeguarding.
The roleholder will oversee publication of annual reports on the effectiveness of safeguarding arrangements, their performance and the effectiveness of local services.
Overview of Accountabilities:
Provide the Chief Executive and Lead Member for Children and Young People with the necessary assurances regarding the robustness and effectiveness of safeguarding arrangements for the City.
Overall responsibility for the development and publication of the MSCB’s annual report and business plan, ensuring that the business plan reflects local priorities and national guidance and directives.
Act as lead for the MSCB, ensuring that the Board adheres to its constitution and that it and all appropriate subgroups and task groups adhere to their terms of reference.
Ensure that appropriate and effective systems and processes are in place to ensure all partner agencies fulfil their statutory duties and children are protected and that appropriate safeguarding strategies are developed and embedded.
Evaluate arrangements for the operation of MSCB, including the purpose and functions of board meetings, and recommend and implement appropriate changes.
Undertake decision making in relation to the commissioning of Serious Case Review reports, and to make public statements in line with the Board’s media strategy following the release of a Serious Case Review Overview Report
Support the implementation of the findings and outcomes of any safeguarding reviews, providing professional input to the development of any changes to existing models of delivery.
Ensure that effective performance management and quality assurance mechanisms are in place which will support MSCB to fulfil its statutory objectives, and which will enable the Board to identify and measure its success and impact.
Ensure that MSCB provides independent, robust and effective challenge to partners.
Through personal example, open commitment and clear action, ensure diversity is positively valued, resulting in equal access and treatment in employment, service delivery and communications.
Where the applicant is disabled every effort will be made to supply all necessary aids, adaptations or equipment to allow them to carry out all the duties of the role. If, however, a certain task proves to be unachievable, job redesign will be given full consideration.
